aadarniya vaali

literally your phrase should translate:

priya maataa/pitaa/vaali

but priya (dear) as a form of address is not used in the formal setting in the Indian culture. So it should ideally be 'aadarniya' which means 'respected'. 'Vaali' in Gujarati also can be used for parents, so there should not be separate address for parents and guardians, because the word 'vaali' covers both.
