I don't think that עידוד fits here. Demand generation has probably the same meaning as lead generation - thus, the generation part has the meaning of גיוס, יצירה. In Hebrew it might mean enhancing the demand for something.
I would have translated it as suggested above (deciding based on the entire text), and write the English term in parentheses.
