I'm not sure whether I'm write.

If it explains that wise men are working under a dragon kind of personality or environment then it may be termend as
keechad me khilay huay kamal

The lotus flowers blooming in a muddy or boggy place.
Hiranyakashyapu ka putra prahlad hona.
Prahlad, a god devotee was the son of devil like King Hiranyakashyapu.

Sorry as I misunderstood the context.

Correct translation may be
'Naag-devta ke budhimaan anugami/bhakt'
Back translation would be
'wise followers/devotees of (Indian) snake-god'

The above translation is literal to retain 'serpent-god' and 'followers/devotees (i.e. men)' both.

If you can avoid 'serpent-god', then for the wise followers, god of wisdom would be the appropriate choice and god of wisdom is Ganesh. So, we can write
'Ganeshji ke budhimaan bhakt'

Hope you will find correct answer from the above, however I suspect if these answers will be any help due to delay in adding this note. Sorry for this, but I couldn't help as I have checked this answer very very late. While checking my kudoz answers, I got this one.
