English term or phrase: Urban Free Zone
Urban Free Zone or Zone Franche Urbaine – ZFU - they seem to be underprivileged urban areas designated for development and investment, but I would need the Hungarian equivalent of the term. Context: "to provide for the creation of urban free zones, in order to facilitate development and investment"

Városi szabadövezet
Explanation:
10 000 főnél magasabb lakosságú városrész, olyan övezet, ahol alacsony az iskolázottság, magas a munkanélküliség, és ezért, a felzárkóztatás érdekében külön támogatást kap az államtól.
