Sebenarnya, 'parsial' sama maknanya dg 'belum/tidak menyeluruh' seperti yg disampaikan Suzan.
Namun demikian, saya lebih cenderung menggunakan istilah 'parsial' karena selain sudah masuk KBBI dan banyak dgunakan dalam berbagai wacana, istilah ini lebih enak didengar.:)

Ini hanya pendapat seorang 'newbie' - konotasi piecemeal adalah tidak komprehensif atau bahkan tercerai-berai, seperti potongan-potongan puzzle yang belum/tidak menyatu. Menurut saya koordinasi bertahap dsb mungkin berkonotasi sedang dilakukan bertahap atau memang sengaja bertahap. Mungkin terjemahan yang tepat harus sesuai konteksnya. Sekali lagi, maklum, 'orang baru'!
