Ho trovato il verbo "understate", riferito a "taxation",nel significato di "attribuire il minimo valore (possibile)"- nei siti in lingua, questa operazione o è in mala fede ( e si parla di 'penalties' per chi "understates taxation" - cioè dichiara di dover pagare meno tasse del dovuto) oppure, e forse è questo il tuo caso, visto che si parla di bilancio (se stiamo parlando di bilancio preventivo, naturalmente) si dichiara in anticipo un valore che è 'understated' (calcolato al minimo di accettabilità in base a redditi ecc.), e pertanto è "presunto".
