Explanation:
The English expression "Happy New Fiscal Year" cannot be rendered literally. In Italian we say "Buon Anno" or "Felice Anno Nuovo", ma you cannot insert an adject like "fiscal" in between. Therefore I suggest "Auguri per il nuovo anno fiscale!", i.e. "Best wishes for the new fiscal year".

Explanation:
happy new year in Italian is normally translated with BUON ANNO! or BUON ANNO E FORTUNA PER TUTTO L'ANNO!
I think it would be too much translating it as BUON FISCO PER TUTTO L'ANNO!
