In the past years, the fiscal deficit was largely financed by concessional borrowing from international financing institutions and donor countries, thereby relieving upward pressure on domestic interest rates and government domestic borrowing.

Ho trovato "government borrowing" tradotto con "prestito di stato".
Ma non so come inserire il "domestic", non ho infatti trovato riscontri con "prestito di stato domestico/nazionale/interno" o simili (e mi sembra anche ridondante onestamente, ma non sono espertissima in materia).

"tassi d'interesse nazionali" per "domestic interest rates" e
"prestiti governativi nazionali" per
"government domestic borrowings". In linea di massima direi che domestic potrebbe non essere tradotto, ma visto che si parla anche di prestiti provenienti dall'estero forse è meglio specificare.

neutral  Fabiana Papastefani-Pezzoni: I am told that technically your suggestion and "prestito del governo" are not the same. It happens I am here with anexpert of the area and he says "No way". I will get a full explanation on that, dear Laura, and let every body know.
