2) Assuring that *** is receiving fair value for the price must be accomplished through at least one of the following methods:

iii.Competitive bidding

Use of these techniques is required for any purchases that exceed an organization or commodity’s specific clip level. Each Procurement organization is responsible for establishing the appropriate clip level that covers 80% of their annual spend with approved supplier selection and fair value determination techniques. The Alliance maximum clip level is ____________ (< 250K $).

Purchase transactions where *** is acting purely as an agent of a customer (i.e., the customer owns the supplier contracts and negotiates terms and conditions, including price) should not be included in the calculation that establishes clip levels, since to do so would inappropriately inflate the clip value. In these circumstances, Alliance is only processing a customer’s transactions. It follows also that supplier selection and fair value determination are not required.

Exceptions must be approved by the Procurement Manager.

If a particular purchase of a product or service is done through multiple purchase orders and the cumulative value of these orders exceeds the established clip level over a continuous twelve-month period, one of the approved techniques must be performed.
