Secondo me, vogliono semplicemente indicare il confronto tra i costi effettivi e quelli previsti/stimati.

Per quanto riguarda “payroll costs”, credo che ci siano già delle proposte nel glossario (se non sbaglio).

Comunque sia, penso che potresti rendere il tutto sulla falsariga di:

confronto tra costi per il personale (delle retribuzioni) stimati/previsti/previsionali ed effettivi

o in qualunque altra maniera tu preferisca rendere “payroll costs” (è vero che ormai "payroll" è molto diffuso in ambiti tecnici nella nostra lingua ma, a meno che il cliente non ti abbia chiesto esplicitamente di lasciarlo in inglese, credo tu possa tranquillamente tradurlo).
