Penso anch'io che la frase non suoni del tutto corretta. Ma mi verrebbe da pensare alla seguente soluzione:

Il royalty rate applicabile al Royalty Base Price di ogni DVD sold and not returned, **praticato** corrisponderà ad una percentuale del 20% del Royalty Base Price.

Mi viene da pensare che possa ancora riferirsi al primo soggetto, ma sono ipotesi. La frase mi pare, ripeto, scritta male...
