"Enter into" ha in genere il senso appunto di iniziare, intraprendere, mentre per quanto riguarda questo uso di will in documenti legali, viene talvolta usato al posto di "shall" (più comune in questo contesto) per indicare un obbligo, o se è negativo come in questo caso, un divieto. Io proporrei una forma di questo tipo.
