Quindi credo che quel "to ABC" si riferisca al fatto che sono informazioni per contattare ABC. Su Internet, potrai trovare numerosissimi esempi di frasi in cui la costruzione "provide something to someone" viene usata per esprimere il concetto di "fornire qualcosa a qualcuno". Al posto di "informazioni di contatto" potresti dire "recapiti"; al posto di "funzionari di approvvigionamento" "responsabili dell'approvvigionamento", "addetti (agli) approvvigionamento/i" (come suggerisce il Garzanti Business English) o anche "tecnici (dell')ufficio approvvigionamenti". Comunque, per come leggo io la frase, queste informazioni (contact information) vanno fornite (provide) a (to) ABC. Se avessero voluto indicare gli addetti all'approvvigionamento *di* ABC, credo che ABC sarebbe stato in posizione diversa all'interno della frase (ad esempio: "ABC procurement officials' contact information").
