Non garantisco ma "to engage" è quando l'utensile innesta/fa contatto con il pezzo da lavorare. "Cuts" dovrebbero essere le passate taglienti per la lavorazione.
Poi hai un bel "split infinitive" .... forse non è un madrelingua che scrive.
