Non ho trovato il termine specifico da nessuna parte, ma pensavo di tradurlo come segue:
"..a Product Safety Update Report, including all available reports and their analysis, must be sent every six months for the first two years, then once a year for three years after licensure and thereafter every 5 years.."
... poi una volta all'anno per tre anni dopo L'OTTENIMENTO DELLA LICENZA ....

Explanation:
Non soltanto licensure non si usa mai nel parlato e nell'uso comune o anche meno comune, ma credo che sia vocabolo interente alla professione medica. Su Google infatti viene fuori che ogni stato Americano ha il proprio Medical licensure board che da ai medici laureati il permesso di operare nel proprio stato.
Guarda il Medical Licensure book dell'AMA (ho perso il bookmark, accidenti!)
Che fosse lo stesso board che da questa approvazione al farmaco?
Propendo per approvazione più che licenza.
