I met a phrase "Procure parts to customer drawing."

Here "parts to customer drawing" means

1) parts that were manufactured in accordance with the customer drawing, or
2) part drawing

...?

I googled "parts to customer drawing" and found lots of hits, but still
unclear for me.

Please let me clarify what this mean.
