I have explained what counterweights are elsewhere. They are the system of pulleys to raise and lower the back drops and other pieces of stage equipement used on the stage.

You can see what the plaster line is from the diagram in the first reference. It is the line along the front of the stage not including part that sticks out into the auditorium.

US probably means "Up stage" (further awary from the audience).

I have translated "set" as the both セット meaning the rigging set, and as set as in back drop which is called a ドロップ in Japanese apparently.
