This is to used by a restaurant, to inform international guests about tipping in the U.S.

Explanation:
"Sa-bisu wa go zeibetsu no go shikin de gozaimasu."

Lit. Service is exclusive of gratuity.

This is written in the Keigo, or polite form which is used by all business with their clients.

"Zeibetsu no...." is a standard phrase meaning "excluded" and used in the same way we would use "not included".

"shikin" is the correct word for gratuity in this context.

Although "kokorozuke" is often used. If you would prefer to use this then replace "go shikin" with "o kokorozuke".

If you want to exclude the word "sevice" from this phrase drop "sa-bisu ha" (ご税別のご賜金でございます。or ご税別のお心付けでございます。)

Mitsuko: I think this answer is wrong. Common Japanese cannot understand 賜金. The anwer means your grant does not include tax.

It is weired but Japanese people pronouse chip for tip.
