Deus umquam abest

Explanation:
One of reasons why I find Latin fascinating is its conciseness. Just one verb "abesse" comprises all meanings of physical and spiritual absence. Of course God is Deus and never is umquam. You could turn the phrase, however, and say that God is always near and immanent: Deus semper adest (from adesse, the mirror verb of abesse).

Deus numquam absent

Explanation:
I made a mistake under the influence of Spanish. The word for never is Numquam.

I like Francesco's offering very much but I think it should still be "numquam"
