this is easier to translate than the Ghandi :) Hope it helps. I have changed the phrase to singular (he who..deserves neither), more typical in Latin.

Is qui: he who

libertatem (acc) pro securitate (abl)
sacrificat: sacrifices freedom for security

neutribus (abl) : neither
dignus est: deserves.

Dignus est + abl is the Latin construction for "he deserves...".
"Neither" is "neuter", but neutribus (abl, because of the aforementioned construction, and plural, since we are talking about TWO thing, freedom and security).
