English term or phrase: Flagsigns [more context from asker]
Flagsigns can target specific retail markets or geographically localized consumers, in areas where larger formats would not be appropriate. Mounted outside the complexes or malls, they are viewed by both automobile and pedestrian traffic.

Explanation:
Actually, A-MMI has got the idea right. Flagsigns are used like 'papan tanda', displayed clearly for everyone to see. They're very eye-catching and aim to highlight products and attract buyers. So, in a sense, they do give out 'signals' or 'messages'.
In my experience working with advert and PR agencies, I've come across these terms being used:
1.paparan
2.papan iklan
3.papan tanda iklan
4.papan pameran

It's subjective, really.

Thanks; I'm thinking to use "Paparan Iklan"; but is still looking for other ideas too.
