English term or phrase:carter
"A carter must be placed on the starter of vehicles falling within the aforesaid interval, in order to avoid possible water infiltrations inside the starter, which may prejudice operation."
Trust me, Brigid, I know the standard of English in this text is questionable... It's translated from Italian I believe, or it is written by Italians in English...Will be the last one I take from them if it I have another one of these....

Explanation: Firstly I would comment that the standard of English in your excerpt is questionable (translation from another language, I would guess).
Secondly, the term "carter" seems to be an international term, and seems to coincide with various types of "cranks" - crankshaft, crank case, etc.
Don't know if this helps, though....
