Velkommen hjem !

Depends on your context;

"Velkommen hjem" means welcome home and could be used if you´re making a sign to be shown at the airport when waiting for somebody who has been away for a longer period or a sign written on the door of the house where he/she/the family lives that have been away for a long time........

Velkommen igjen

This is another possibility. Would be used if you would like someone to return.
