I think this covers the term correctly.

There are alternatives such as 'ookti' and perhaps 'bolenn dee azadi'.

However, freedom of speech is more about having the right 'to voice' one's opinion, and 'uchaarna' is, in my opinion, the closest translation as it carries the same meaning.
