Bus/Financial - Law: Contract(s)
English term or phrase: to pay a guarantee full or empty
From a contract with a tour operator - Section "Guarantee Contract" - the Supplier is required to pay a guarantee
"The value of the guarantee is to be paid either full or empty as a seasonal settlement.

Is it just bad English of the contract? Any guesses?
