This comes from a letter written by an attorney to his client.
In order to gain access to the Guardianship bank account in New York after his death, and to distribute the funds to his children, we must first set up an Estate in New York and obtain Letters of Administration in the Surrogate's Court in New York, and we must also formally close down the Guardianship in the Supreme Court in New York.
I am not sure how a Polish legal eagle would say that.
