Explanation:
O colega tem razão, são ligas. NO entanto, para tornar a expressão mais clara, eu traduziria por "ligas para meias de homem".

Embora o princípio seja o mesmo - um dispositivo para manter as meias esticadas, especialmente meias de seda que eram usadas com "smoking" - as ligas de mulher assentam na cintura e as de homem na canela, uns centímetros abaixo do joelho.

Ainda me lembro de ver o meu avô com ligas e de achar muito estranho...:-)

Um comentário meio desnecessário mas que me veio à mente depois de ter enviado a resposta: em Portugal, "garter" é "cinto de ligas", tanto quanto me recordo.
