Explanation:
To welcome someone on board is when someone joins a company, for example (it's a shipping metaphor). You can skip all the crap and see my answer at the end, if you like.

ALL the contexts on Google are for employment/recruitment, e.g.:

This position is responsible for recruitment, client relationship management, candidate assessment, offer negotiation, and *****onboarding coordination in the petro-chemical, refining and chemical arenas. Recruitment entails developing position profiles, refining requisition information and recruitment action plans, direct sourcing, candidate pool development, screening, candidate selection, negotiation and candidate closing.

1. based on the info above and the meaning as I understand it as a native, I think you could reword 'to onboard 2 divsions' as 'to get 2 divisions underway/in operation'.

2. and consultant to 'manage their onboarding effort' as 'manage their implementation process' or similar.

Sorry about reproducing the texts but I needed to read between them, and you should also see them. Also I can't translate this to Portuguese, because as usual, English is playing dirty tricks on people! Even I'm finding it difficult to figure out the subtleties of the expression in my OWN language.

GOOD LUCK!

take-over/merge

Explanation:
my proposal is take-over in the sense of a merge.

On-boarding proposal could be a type of merge proposal.

Boa sorte!

Trazer a Bordo

Explanation:
