Explanation:
An employee’s numerical CCS score can be assigned over the full continuum of contribution across the four levels (1.0 - 4.9). An employee who does not exhibit the minimum contribution defined by level I descriptors for a given factor will receive a CCS score of 0.0 for that factor.

As a title and with no context, this is difficult, so I hope you do have more info. But contribution can be money paid to a pernsion, to the social security etc

A second possibility is that it refers to the contributions an employee makes to a team, in which case a literal translation is most certainly called for. See this page (you'll have to enter it to see this table presented correctrly):
