Explanation: penso que, no contexto de "crime rates" e sem qualquer outro esclarecimento quanto ao final da frase, acredito que a interpretação mais evidente será que as pessoas que ficam em casa não contam/ não são consideradas (nos "crime rates")...será isso?

if you just leave it as "don’t make" it laterally means they have inadequate bowel movements. It needs more context. I would guess that they don't make up the crime statistic, somehow they have excluded homebodies from their survey.
