as far as I know this is an original in english. The text does not say what it controls... The title is Automatic Voltage Control. From what I have read so far it is a component to be inserted in (any) electrical system...
The term “spit spark” refers to a momentary breakdown from which the precipitator recovers rapidly with little effect on precipitator operation. In most cases a spit spark will self extinguish. However, when the momentary breakdown produces a channel of ionized gas between the precipitator electrodes of sufficiently low impedance to permit large currents to flow, the result is called a “spark”.
