Achei que ficou boa mesmo a sugestão do BrazBiz, "quebra de linha incondicional" pra hardreturn e "quebra de linha condicionada" para "soft return". A explicação está aí debaixo:
"A return is the process of jumping from the end of one line of text to the beginning of the next line. Word processors utilize two types of returns: hard returns and soft returns.
A hard return is an actual symbol inserted into the text. The hard-return symbol is usually invisible, but most word processors support a mode that lets you see them. Whenever you press the Return or Enter key while editing a document, the word processor inserts a hard return.

Hard returns cause the word processor to start a new line regardless of how margins are set. Therefore, if a document contains hard returns, the lines will end at the same place even if you change the margins. In contrast, soft returns, inserted by the program rather than the user, depend on how the margins are set."

A diferença entre hard e soft consiste no facto de ser expressamente imposta pelo utilizador ou tacitamente imposta pelo "layout" da página, a mudança de linha. A primeira por ordem do utilizador - ao carregar na tecla Enter ou Return. Em ambos os casos, o processador de texto inclui no documento caracteres de formatação (invisíveis na generalidade dos editores de texto - experimentem abrir um documento de word num editor de texto menos sofisticado, como o Notepad. Todo o "lixo" que verão são caracteres de formatação do texto útil. Todos eles pertencem à norma de representação de texto que o formato considere, tipicamente a ASCII) que assinalam a mudança de linha.
"Incondicional" parece-me bastante inapropriado, uma vez ser algo imposto pelo utilizador (intuo, no entanto, a sua sugestão :)). Por outro lado, a mudança de linha estará sempre condicionada por uma de duas realidades: a ordem expressa do utilizador ou a ausência de espaço na linha corrente.
Sugiro então:
- Para o caracter: Caracter Explícito de Mudança de Linha.

Julgo, porém, que o caracter de "hard return" não exista de facto. Que a diferença resida apenas na forma como é introduzido na sequência (numa text stream). Assim seria:
- Para a mudança de linha: Mudança de Linha Expressa/Explícita.
