Note that "parteira" is almost always used in the feminine form because most of them are women actually. But there can be "parteiros" too.
I think there is a more technical term to that, but I am not sure.

Explanation:
The term birth practicioner refers to someone present at a birth whose job is to manage the birth/labour. I guess this term is used to differentiate between a midwife - ie a formally trained person with a recognised qualification as a midwife either community or hospital based, as opposed to a birth practicioner, who could really be anyone assisting a woman in labour, but not necessarily having any recognised qualification or training.
