Since it is a simple description, I would recommend the shortened version for "estroboscópio" and not use "flash", transforming the adjective in a noun: "estrobo". In case it shows up again, this is a masculine noun!

Flash estroboscópico

"Strobe Flash" quer dizer "Flash estroboscópico", ou seja, luz intermitente emitida pelo flash da camera fotografica antes de efetuar a foto. Tem como objetivo eliminar ou reduzir ao máximo o indesejável efeito de "olho vermelho" nas pessoas fotografadas. São vários flashes fracos consecutivos antes da camera disparar automaticamente.

It seems like a normal consumer camera, so flash electrónico is the usual term in European Portuguese. Strobe is a very old fashioned term for this type of light when applied to everyday cameras. Of course there are stroboscopic flashes for special purpose cameras, but doesn't seem to be the case here.
