Explanation:
Isto, na verdade, é o refazer do provérbio "Fool me once, shame on you; fool me twice, shame on me." Neste provérbio, o sentido original é que quem deve ter cuidado é a pessoa que foi enganada, para que não seja enganada outra vez. É um aviso ao enganado, não ao enganador.
Dito desta maneira, o provérbio é "arranjado" pelo policia de tal forma a que o aviso mude de foco: do enganado para o enganador. Aqui, quem engana é que tem que ter cuidado com as consequências declaradas, caso se repita a "brincadeira". Por isso, sendo que todo o "arranjo" do provérbio é intencionado a provocar um aviso ao enganador, neste caso, ao invés de se traduzir "devias ter vergonha" ou "é (uma) vergonha para ti", etc., a tradução deveria passar o aviso desde o inicio e "shame on you" deveria traduzir-se com uma das opções acima pois, a primeira parte é destinada a provocar um aviso e a segunda parte a destacar a consequência certa de ser repetir a "gracinha".
