I think they meant "planing" boat - a boat that is mostly out of the water when under way - one that "hydroplanes" or lifts out of the water to lessen friction.

Most motorboats are planer, with racing jet boats so extreme that most of the hull is out of the water.

agree  Ricardo Fonseca: yes, you're right! But sailing boats with flat-bottom hulls also plan, especially dinghies and even some bigger displacement yachts.
