Em projectos do tipo Concurso Públicos é habitual existir um Project Executive, isto é um Leader do Projecto. Para ser mais clara, nestes casos existemos Consórcios, em que cada um das empresas que compõem o consórcio partilham as tarefas entre si. Uma pode sre responsável pelo Projecto, outro pelo Comissionamento,etc.
Quanto ao outro termo Gate Keeper, julgo que neste caso é utilizado metafóricamente, nesse caso sugiro " tem a funcção de Inspector, supervisionando o andamento do proprio projecto.
