Budgetary figures
1. The budgeted commitment and ***payment appropriations*** for 2003 are 1 118 million euro and 700 million euro respectively.
2. On the basis of the information provided by the Commission from the beginning of ISPA implementation (2000) and up-to August 2003, 249 projects have been approved with a total approved eligible expenditure of 8 754 million euro. In the same period payments amounting to 791 million euro have been made by the Commission.

PAYMENT APPROPRIATIONS = ad litteram, "repartitia (alocarea, afectarea) pe cheltuieli /plati"

Este vorba de resurse bugetare care au fost afectate (repartizate) pe obiective sau categorii de cheltuieli. Iarasi, din motive de claritate, eu as spune "OBIECTIVE /CATEGORII DE CHELTUIELI APROBATE" sau chiar "angajate" - in sensul definitiei citate in celalat raspuns (cheltuieli care urmeaza a fi efectuate pornind de la resursele alocate, deoarece corespund tuturor criteriilor fixate).

Aici, PAYMENT APPROPRIATIONS ar corespunde sumelor din bugetul aprobat (budgeted commitment) care sunt concret repartizate (afectate) pe articole de cheltuieli. Se vede si din exemplul citat ca prima categorie (resursele alocate) este mai mare decat cea de-a doua categorie (repartitia pe obiective de cheltuieli), deoarece dintr-un buget disponibil (aici folosesc termenul de buget in sensul lui de resursa, nu de document care reflecta venituri si cheltuieli estimate) nu se pot face orice cheltuieli – ele trebuie sa raspunda unui intreg set de criterii.

Pentru a rezuma in termeni foarte simpli, pentru mine fraza din context are urmatorul sens: iata ce suma s-a alocat (ce resurse au fost puse la dispozitia institutiei) si iata ce cheltuieli au fost aprobate din aceasta suma. Diferenta reprezinta sume inca neutilizate.

Fiind, evident, vorba de o institutie subventionata, termenii ar trebui sa reflecte pozitia institutiei. Simplificand, sensul este urmatorul: ni s-au pus la dispozitie xx euro; am gasit utilizari pentru yy euro.

P.S. Scuze pentru milionul de paranteze, variante si, eventual, pentru repetitii. Am incercat mai intai de toate sa-mi explic sensul frazei (sunt cam migaloasa, de aceea am intors-o pe toate partile...)

APPROPRIATE = to set apart for, or assign to, a particular purpose or use; APPROPRIATED EXPENDITURE = in a budget, amount set aside for a specific acquisition or purpose (Barron’s Dictionary of Business Terms)

APPROPRIATION = authorization of a governmental unit to spend money within specified restrictions such as amount, time period, and objective; there must be prior approval for such expenditure (Barron’s Dictionary of Accounting Terms)

APPROPRIATION ACCOUNT = in government accounting, account of an agency that is credited when the appropriation has been authorized. It is reduced by expenditures during the period. When a budget is adopted by the governmental unit, the entry is to debit estimated revenues, credit appropriations, and debit or credit fund balance for the difference. (Barron’s Dictionary of Accounting Terms)
