La multi ani!

Explanation:
La multi ani! in Romanian
means something like
Live many years! in English.

As for the birthday there is no other special expression, but you could add, to be more specific:
"La multi ani de ziua ta!"
meaning "Live many years, as this is your birthday!"

Anyway it's nice you thought about it, to send the message in the native language!

Good luck and enjoy the party!

La Multi Ani!

Explanation:
"La Multi Ani!" and you have to add a small coma under "t". The pronunciation is same as in "tz".
You can add if you want the words "cu sanatate, fericire si mult noroc", meaning that you wish him/her " A Happy Birthday" and also good health, happiness and good luck/fortune.
Congratulation for a very thoughtfull idea.

La multi ani!

Explanation:
This would be in English 'Many happy returns!', but that's the usual thing to say for a birthday.
