I am just guessing. Trying to imagine how one thing could have acquired a meaning of something else. A matchbook is so that one can tear one match at a time so maybe this is the key. Maybe not.
Perhaps you can give us a sentence where it is used or a context. This would help.
Or maybe it is just a "spichechnii buklet" like people suggested already.

See below what I found on the web - Anatomy of a matchbook. Apparently, a matchbook is now a collectable, and libraries even may keep collections of the most interesting ones.
