as in context:

-Itґs surprising what you can do without, whe you give it a try. Foreign holidays. New cars. Second houses. Getting and spending. ITґs no way to live, really.
- Itґs called "downshifting". I read an article about it.
-Downshifting is quite a recent phenomenon.

Is there any term in Russian for it?

perekhod na bolee skromnuyu zhizn'

«Уменьшение запросов», «переход на более скромную жизнь», etc. Because the word is very new, and is not in any bilingual dictionary, I would translate it this way, which (though slightly too wordy) will be natural and well-understood.

There is, however, the option of translating it as a borrowing. I found it as “дауншифтинг» at
http://www.dancor.sumy.ua/Dankor/Gener_X/49/Intertexts.html
where is used in a similar context. Since it sounds too new (if not extravagant) to a Russian speaker, I would suggest, if it is chosen, to put ‘дауншифтинг’ in quotes. In such a case, it would also be useful to provide some explanation.

Explanation:
I'm afraid there is no direct Russian word o phrase for this. You might wish to consider the following options:
1. Самоограничение - a more general term, when somebody gives up something by his own will, though he can afford it.
2. Отказ от социального статуса - Not a common phrase, but just a translation. When somebody steps down social ladder, though he/she could have remained higher, provided he/she made some efforts.
3. БИЧ (Бывший Интеллигентный Человек) - the word for a person, usually well educated, who has fallen to the very bottom of the social ladder. Homeless beggar and drunkard as a rule.

Explanation:
Термин "downshifting" и в самом деле заимствован из автомобильной терминологии. Забавно, что делается это обычно с целью повышения оборотов двигателя, автор же данного текста явно ведет речь о снижении... О снижении уровня потребления и расходов, конечно. Из данного отрывка едва ли можно сделать вывод о снижении социального статуса. Речь может вполне идти о добровольном отказе от некоторых излишеств. Но без более полного контекста судить трудно.

Вряд ли вы найдете уже сложившийся термин в русском языке. Попробуйте изобрести новый. Необязательно из автомобильной тематики, главное - чтобы он создал похожий образ в восприятии читателя. Удачи!

Explanation:
I agree that there has hardly appeared a set term for this. However, you may use the long-exhisting one (see above). Essentially it means the same thing - asceticism, austerity - but probably lacks the meaning of an on-going process, transfer from higher consumption to the lower one. Самоотречение, as proposed earlier, too, might sound acceptable in the context, but normally it bears the connotation of self-sacrifice for somebody/something else's sake.

Приспусть пары, не жать на железку, отпустить газ, перейти на низшую передачу и т.п.


Explanation:
- Просто удивительно как много такого, без чего можно прекрасно обхойтись, стоит только однажда попробовать. Все эти отпуски за рубежом. Новые авто. Вторые дома. Достать и потратить. Но так жить просто нельзя, правда нельзя.
- Это еще называют дауншифтингом, вроде бы "спук пара", "перейти на первую передачу"или как-то похоже. Я где-то читал.
- Это совсем свежее поветрие. (Это - штука совсем свежая).
