It seems to me that Russian editing process is organized in quite different way and we have no equivalents of terms proposed by you. They are shared among other editors, managers and administration. Therefore equivalents simply do not exist. I do not want to invent new positions. It is a special task. Maybe I am not right.

Although there is no definite parallelism in terminology, the functions of acquisitions editor, development editor, copy editor are performed by a specific personnel. Here are some more or less close Russian equivalents:

1. Acquisitions Editor (identifies or receives an author or a client (outsourcer), negotiates a contract). This function may be the responsibility of the
Editor-in-Chief (главный редактор, его заместитель, редактор) in a small agency or a newspaper;
Managing Editor (Secretary) (ответственный редактор, секретарь)in a bigger entity;
Acquisitions Editor (Manager) (редактор, руководитель отдела приема заказов) in a translation agency.
Acquisition functions may also be assigned to feature departments like economics, news, sports, entertainment departments, etc.

In between, there are several other players like Manuscript Editor (редактор, редактор рукописи), Technical Editor (технический редактор, техред),

3. Copy Editor to edit manuscript (punctuation, spelling , grammar, style) or Slot Man (редактор),
Literary Editor (литературный редактор), Scientific Editor (научный редактор), and the Reviewer (рецензент).
Translated documents would be reviewed by a stylist or native speaker (стилист, носитель языка).
