autsorsing
Explanation:
Outsourcing (in Russian аутсорсинг "autsorsing")has a primary meaning of the use of outside resources to perform a part of business functions or processes.
The above answers are good examples, but not the exact translation.
Strange as it may sound, but аутсорсинг does already exist in Russian as a recent borrowing.

snabzhenets or izyskatel'

Explanation:
Outsourcing is buying parts or products to be assembled elsewhere, for instance an outsourcer may buy transistors for Motorola radios from GE for instalation in Motorola radios. An oursourcer who works for Motorola is to find these transistors at GE and buy them for Motorola.
I think in Russian it would be:
snabzhenets or izyskatel'
Kate.

субподрядчики

Explanation:
Подрядчики и субподрядчики
Contractors -- podryadchiki
Outsources -- subpodryadchiki

The explaination above is correct in principle, however, one outsources processes rather than parts. In the case of parts "outsources" means having someone else produce something (parts) to be used in your business (assembled). Other examples of outsourcing -- selling ones own rolling stock and using somebody else for transportation. A very popular type of outsourcing these days is using factories in the third world countries to actually produce goods (thus using cheap labour), such as clothes (that's how you get labels of well known western brands marked "Made in China")

Заказчики (zakazchiki)

Explanation:
Absolutely agree with the last answer (vip). Another example can be found on many ProZ pages, e.g. 'Outsourcers have offered the following jobs', or when a translation agency, having received a translation order seeks for an appropriate translator to do the assignment. Again as stated above, there's hardly any equivalent in Russian, and transcription is becoming popular, however, in most cases the word can be translated as 'zakazchik', since it is very often not important, that there is a 'primary' zakazchik (i.e. a company that contracts with the agency in our example). I, personally, used the word zakazchik while making my contribution to translation of this website, for instance.
This is how the word 'outsourcing' is explained in my dictionary:
outsourcing сущ. заключение субдоговора на выполнение работ с внешними фирмами, особенно иностранными или теми, которые не имеют профсоюза

Good luck!

Subpodryadchiki

Explanation:
The term "outsources: usually means external companies or firms to which a contract (partially) is tranfsferred. Such outsources usually are either situated abroad, or at least are independent on trade union(s) (which facilitate some operations).

Внештатные работники

Explanation:
В этом контексте

"Подрядчики и внештатные работники" будет звучать вполне нормально.
