Schastlivogo finansovogo Novogo goda!
Explanation:
Счастливого финансового Нового года! I doubt fiscal as fiskalny suits the styly well here, because this congratulation must render an atmosphere of happiness without a 'heavy fiscal burden'. Another way to say it in Russian is: S Novym finansovym godom! С Новым финансовым годом! That is all.

Explanation:
Dear Sir/Madam,

I was chosen by you as a winner of KudoZ points for helping you translate the phrase regarding the Happy Fiscal New Year. A colleague of mine has made a comment too (not amont he participants):

Quote
It seems to me that more comprechensive translation is "Счастливого нового финансового года!"
because fiscal new year has nothing common with New Year (or Christmas) as holidays.
Phrase "Счастливого финансового Нового года" in the official letter sounds like a joke "Happy fiscal 1st April!"
Unquote

That is it is a matter of word sequence in this translation. Please use the offered version as the best suiting Russian phrase.

Best regards

Radian Yazynin
