'Capitation' can be rendered with the word 'spisochny'. 'Podushny' has very limited collocation capabilities (nalog, podat'). Na cheloveka is too general and does not imply those enrolled in an entity. 'Spisochny' does, and is quite widely used (follow http://www.mosstat.ru/pm.htm for examples).
As for reimbursment, I think the best equivalent in Russian will be 'dotatsiya':
