However, I don’t think that what is meant in your context is exactly the poll tax; rather than that, it is a certain cumulative amount per person. Of course, the best translation will always depend on the context; nevertheless, I would like to propose mine: В современную эпоху, когда имеют место сдерживание затрат и рост платежей на душу населения, экономические соображения могут оказать содействие росту такой практики. 'Capitation' can be rendered with the word 'spisochny'. 'Podushny' has very limited collocation capabilities (nalog, podat'). Na cheloveka is too general and does not imply those enrolled in an entity. 'Spisochny' does, and is quite widely used (follow http://www.mosstat.ru/pm.htm for examples). As for reimbursment, I think the best equivalent in Russian will be 'dotatsiya': ДОТАЦИЯ 1. государственное пособие гражданам и организациям для покрытия убытков или других целей; доплата 2. сумма денежных средств, выделяемая из бюджета предприятия, у которого затраты на производство и реализацию продукции не покрываются получаемыми доходами, а также на поддержание относительно низких розничных цен на отдельные товары, реализуемые населению.
