The first answerer is probably right that this is a typo, for no unabridged dictionary in the English language at my disposal has the word 'inciment.' 'Incitement' would be a good guess as to how the typo should have been typed. 'Incident' is another guess. However, both would be wrong from the standpoint of English diction and/or grammar, as is the phrase "nor it to be regarded," which also appears in the sentence to be translated.

Это опечатка, конечно же. Можно употребить "стимулирование", "побуждение", "причина", "основание".

Можно также перевести глагольной конструкцией типа "служить основанием", "побуждать".
