Временная помощь нуждающимся семьям Explanation: Temporary Assistance for Needy Families TANF stands for Temporary Assistance for Needy Families, and it replaced AFDC (Aid to Families with Dependent Children) on July 1, 1997. The focus is on transitional services, and so TANF requires most clients to work or participate in work-related activities and will limit the time that clients can receive benefits. TANF was developed because Congress changed federal law, and because Illinois wanted to help people get off welfare instead of being trapped in it. With welfare reform, Illinois will not only treat all of its citizens with fairness, the state will go beyond the legal requirements to help people become as self-sufficient as possible. The major points include: Help to clients in putting together a plan for a better life Continuation of the Work Pays program which allows clients to begin work at any job while receiving a reduction of one dollar for every 3 dollars earned. Cash assistance to help a person or family while preparing or searching for a job Allow a family to save up to $3000 and to own one vehicle Stipends/expenses related to a new job or the search of a job Subsidized employment which requires work before the client can receive a check (for clients who cannot secure a job or quit a job) 60-month limit to benefits (including benefits from other states) Not counting months against the time limit when the client has earnings from at least 25 hours of work per week (30 hours effective October 1, 1999). Two-parent families must work a total of 35 hours per week to receive this exemption.
