can someone tell me where I can find all the translation this modern busines s terms (that are actually used in Russia), such as
project manager
HR development (or planning)
and such

Or maybe it is not exactly clear what to use in Russian yet as they are relatively new?

You're right, those terms are new in the Russian language. Besides, their assimilation is slow since they are used mostly in international projects or offices opened by foreign companies. I am not sure there is a comprehensive collection of such terms available. However, you should be able to find most of them on Google, etc. Some terms have pretty clear and correct translations while others do not. Ask here, it won't do any harm. :)

По-моему, \"развитие людских ресурсов\" - это более современный термин и концепция. Масса ссылок в Рунете. Вот один из примеров:

\"Если 20 лет назад они сосредоточивались исключительно на повышении мастерства учителя, то теперь ставят еще одну задачу — научить его быть хорошим членом команды. Сегодня вместо термина «управление персоналом» чаще употребляется понятие «развитие людских ресурсов», что означает иной подход и иную концепцию.\"

  -> А почему нет? Перевод, конечно, не идеальный. Но именно он чаще всего использовался при переводах с самого начала, так что теперь он больше напоминает устоявшееся сочетание.

планирование и подготовка кадров

Можно также сказать одним словом - кадровая политика.
Project manager = руководитель проекта, но! в больших проектах может быть несколько project managers. Можно вспомнить старый советский термин "ответственный исполнитель".
HR development = подготовка кадров, кадровая политика

project manager - либо руководитель проекта,либо ответственный исполнитель.
Что касается термина Human Resources. то это, конечно, кадры. Но иногда его можно переводить и как "Трудовые резервы"
