Смысл, в принципе, понятен, но не знаю, как это лучше назвать по-русски.

 Third, an assessment must be made of the degree to which the program replaces investments or expenditures the recipient would make anyway without the subsidy or, alternatively, provides benefits to people who would have done the same thing without the benefit. This problem is called “BUYING OUT THE BASE” or the fungibility of funds and its scale mostly depends on poor subsidy design and management.

под "base" имеется в виду база плательщиков, которых "вытесняет" собой государство, давая им без разбору (т.е. и тем, кто мог БЫ заплатить сам) субсидии на данную услугу/товар ...

Мне так это видится.
