1. Does "study on a contract basis" mean "the students pay tuition fees"?
2. Do most Russian students study in universities without tuition fees?
Well, I'm in Ukraine, but I think the situation here is similar to Russia's in this field. And the system may vary but the main difference is between state vs. commercial educational institutions, methinks.
It depends drastically on the type of the educational institution. If it's a state university, the percentage may be much less than in a private/commercial one. AFAIK, there may also be some limitations on the number of paid students imposed by government
I wonder why so small percentage of students study on a paid basis.
That's why I am not sure.
